Project Description
Dogger Bank Wind Farm will be the worlds largest offshore wind farm. It is currently being built in the North Sea approximately 130km from the Yorkshire coast in three 1.2GW phases called Dogger Bank A, B & C. SSE Renewables is lead operator for the development and construction of the wind farm.
Our Role / Scope
Doig+Smith were asked to provide procurement and commercial support to the SSE Procurement Team that oversee all contractual and financial requirements for Doggerbank Sites A, B and C.
We provided procurement advice, set up and negotiated contracts for various works including Survey Managers, Land Drainage, UXO ID & Disposal, Environmental Surveys including Water Quality Control, Coastal Erosion and Ornithology Aerial Imagery. Standard contracts were updated to include specific project / client / contractor requirements. Due to the global scale of the works many contracts included multiple currencies and country specific requirements.
We provided commercial support reviewing tenders received, confirming that prices aligned with current markets including producing a pre-tender estimate for a new converter station and associated civil works.
Post Contract support was also required by the Package Leaders and we drafted, negotiated and agreed multiple Variation Orders & Change Orders.
Technical Capacity
The team comprises of the following:
- Director Quantity Surveyor
- Senior Quantity Surveyor
- Quantity Surveyor
Benefits To Client
Our role provided the client with the professional expertise required at the time it was most needed.
The secondment allowed the client time to recruit more SSE staff to fulfill the role going forward.
Our previous experiences allowed us to review the current way of working and propose changes that would streamline the service delivery. Most of the suggestions have since been implemented and have been deemed a success.
Combining all current and future procurement requirements into a single Procurement Demand Plan and then organising the current works into sections for each member of the team was invaluable in tracking and managing work steams.
We also suggested and set up a short weekly meeting with the team where the demand plan was reviewed and actions discussed which allowed any issues to be raised and resolved quickly and easily saving multiple calls and emails which would have ensued otherwise.
We also reviewed the monthly Cost Reports that were being produced and implemented changes that provided more accurate forecasts and was easier to update which will be of great benefit to SSE going forward.
